A BOLD New Chapter
The Library of the 21st Century is a modern hub for exploring, learning, creating and connecting. Today’s libraries offer far more than books on shelves. A library for the 21st century is a vibrant, multifaceted community center providing lifelong learning, access to technology and community engagement.
New Middle River Branch
Baltimore County Public Library (BCPL) has a once-in-a-lifetime opportunity to partner with the developers of the Greenleigh community to build a new, 21st Century Library. The proposal includes a 25,810-square-foot library branch and adjacent 116-space parking lot.

Support the Middle River Library Proposal
Funding for the cost of the annual lease is needed, beginning with the county’s FY26 operating budget.
Join your neighbors and other library supporters at the Baltimore County Budget Town Hall. Let us know if you plan to attend so we can save a seat for you! If you are unable to attend, send a brief note of support to the County Executive and your Council representative.
Community Support
Support for this project will help ensure generations of Middle River residents have the opportunity to explore, learn, create and connect at their own library branch. We are grateful to the following community leaders and civic organizations for their support!
Councilman David Marks, Council District 5
Senator J.B. Jennings, State Legislative District 7
Delegates Kathy Szeliga and Ryan Nawrocki, State Legislative District 7A
